Show L airs i rv something will be done ai behalf of agriculture THE RECKLESS expenditures salaries paid deadhead officers and windam hold frequent consultations supreme court from our regular washington WASHING TOX april 25 the consideration of the legislative bill discloses the fact that congress is strongly disposed to heed alie general demand being made by the agricultural and other depressed industries and that an effort will be made to keep the expenses of the government down to alie lowest notch consistent with competent service but if congress Con giess would impress the people that it is sincere it mut not be satisfied with confining its efforts to economize and to scaling down the pay of the lover salris yo wheres a better opportunity offered in this line than in the civil service commission the salary of alie civil service commissioner is per annum and in addition to this ha is allowed a liberal amount each year for expenses it has already been demonstrated that the commission can be conducted with a single executive head to better advantage than with three and effected a saving of over per annum besides congress has but to turn to some of the other department of the government for evidence that there is a surplus of two high salaried men in the civil service the business of the pension bureau many times as extensive as that of the civil service commission is cared for by one executive head there ia but one commission of patents one indian commissioner looks after the indians of the country and it beems but consistent consi stant that one civil service commissioner could hold the office seekers department of the government le velIn fact a civil service bureau with one responsible head would be a vast improvement over the present affair the death of mr randall left vacancies in two of important committees of the house rules and appropriations the popular impression has been that mr mills would succeed the vacancy in the committee on rules but it appears that general forney of alabama hilll be named by the S this arises from one of the unwritten laws which govern guch matters the committee on rules according to precedent is composed of the speaker the chairman of the committee on ways and means the chairman oi the committee on appropriations and a member of tho minority on each of those committees mit tees to appoint mr mills would bo to give the ways and means committee three members on the committee on rules and the appropriations but one mr cannon therefore it is understood that general forney alie oldest democrat on the appropriations committee since mr randalls death will succeed the latter mr outhwaite of ohio is expected to succeed mr randall on the committee on appropriations he ia a conser vath e and member of the house with much experience ana determination secretaries blaine and windom have had several consultations on the subject of the protection of american interests in the behring sea but so far as known have not yet decided upon any delfinato de finato plan of action there are at present however no indications that the policy of this administration as regards the seal fisheries will differ on any material point from that of its predecessors the revenue steamers bear and bush are now fittin gout at san pranciska Pran cisca for their annual cruise in alaskan waters the instructions to the revenue officers have not yet been issued but it is expected that they will be ready in a few days they wall probably recognize the same jurisdiction of the united states over the behring sea as in alie past and direct a strict compliance with the laws governing the seal and salmon fisheries it is expected that there will be three war in alaskan territory during the coming season to assist in the enforcement of the lav the site selected for the new supreme court building in the bill passed by the senate on saturday is on the north side of east capitol street and an equally commanding location with that selected for he congressional library building on tho south side of the same street it is of all others the most appropriate prop site that could be suggested for the proposed structure the west front of the capitol needs nothing to en hance its splendid outlook the eastern or principal front beautiful plaza requires architectural attraction and a larger view to enhance its impressiveness and these wants will be grandly supplied by the erection upon alie contiguous grounds cf buildings allied to it in their objects by long association and most fitly to be grouped in the same distinguished company th e will depret that alie tour of the international conference delegates was cut short at richmond the best plan would doubtless have been to have concluded points like new orleans atlanta chattanooga richmond and fortress monroe in the first tour and made that somewhat shorter in the north and west though the result of the southern tour could not well have been foreseen |
