Dec. 5. Representative Represen-tative Charles W. Fowler of Nov.- .Jersey .Jer-sey tonight, gave out a statement outlining out-lining the tariff commission bill which he will introduce in the: house tomorrow. tomor-row. The bill, as described by Mr. Fowler, provides than congress shall fb: the maximum and iniuimum tariff schedules, sched-ules, or rates, and that the commission, consisting of fifteen members, shall. Avith the approval of the president, fix the actual rates to be paid at some point between the maximum and minimum mini-mum rates so established by congress. But no rate so fixerland approved sbaU become effective-""or 'operative for eighteen months after "having been promulgated pro-mulgated by the president, (hat every industry affected by tariff changes may have ample time to adjust itself to new conditions. Not Abuse of Power. ''If anvojue should suggest," said Mr. Fowler tonight "that such a commission com-mission could- uot constitutionally fix the tariff rales at any point between the maximum ami minimum rales established es-tablished by congre-s because that would be an exercise of legislative power, let him ask himself whether wheth-er the power so to fix rales is such a stretch of legislative power as that given lo the interstate commerce commission and approved by the supreme su-preme court to fix a reasonable railroad rate.' Mr. Fowler declares it to be perfectly perfect-ly clear "that unless the Republicans get rid of Aldrichisin ami Cannonism, lhe people -will get rid of tho Republican Repub-lican party."
