session the mavor presided A communication was read from L B versa asking the mayor to bring the matter of establishing a fire system before the council the writer says and find if the city would ant in the system or would the city allow property owners to have right of way to lay feet of pipe under ground through main street if the city do not sec fit to put in the system I 1 have all plans and diagrams complete estimates etc and am prepared pre to put in a perfect system that will last for years protecting twenty blocks of city property and can be brought in active use in a few seconds at a small cost comparatively r with this system continues the petitioner you can have a continual flow of water to fill your street sprinkler in teu minutes or less flowing gallons per minute if necessary I 1 propose to put in an independent pump pipes hose hydrants hose carriage and all alie appliances and the main street stores can attach smaller pipes to the main pipe and by paying the city for use of the same can keep ap the running expense of pumps etc the entire plant would cost less than referred to the committee on fire department part ment the committee on streets and alloys to whom was referred the petition of samuel M dark and others asking that tenth street between C and D streets be opened and that a bridge be placed across tanners race on tenth street reported that they had carefully considered said petition and found that the said C and D streets were already opened and recommended that the supervisor be instructed to build said bridge asked by the petitioners petition ers the report was adopted report of alderman talmage as city justice for a period since his appointment till date waa presented and accepted the report snowed that he had disposed of seventeen cases of intoxication four cases of selling liquor to minors one case of profanity one fast driving one assault and battery and one keeping saloon open after business hours fines collected and paid into the treasury report of committee on streets and alleys on petition of robert E jonea et al was presented it stated that after careful consideration and enquiry that first street between J and M et is now occupied by D R G railway robt boardman wm strong and J C C glanfield and that M street is partially occupied between first and third streets by R boardman and mrs peterson that the title thereto is in A city and that to open said streets would materially benefit the citizens petitioning we would therefore recommend that the petition be granted and that the supervisor be instructed to open the said arst street between J and M and M street between and third the report was adopted the committee on streets and alleys to whom was referred the petition of mrs E harrison asking for damages done to the sidewalk and the report of the committee thereon reported that after further enquiry and examination they found that provo city is in no wise liable for said da magean d that the platform was not constructed by authority of provo city and recommended that the petition be nut granted I 1 the report was adopted the following claims were allowed J E talmage justice 38 80 rocky mountain bell telephone co 15 S R thurman city attorney A bill presented by the committee oa fire department having for its object the establishment of fire limits was put on ita first reading and then referred to the committee on judiciary mr maiben wanted the resolution that he presented a couple of months ago proposing to censure THE called up mr holdaway chairman of the committee on judiciary stated that he had been unable yet to get the committee together to consider the matter he wished the committee however to meet him thursday Thurn day night when the resolution would be considered he also wished any member of the city council having information on the subject to volunteer might attend also the resolution referred to and of which mr maiben is the author was sought to be forced through the council at the time of its introduction by at least two or three members whose object evidently was to silence this journal because of its attitude on the side of the people in protesting against the arbitrary course of the council in passing an ordinance against the well known sentiment of the majority of the citizens and especially in their contemptuous treatment of the expressed wish of the people by petition the mayor reviewed the difficulties eliat had beset the city officers in their efforts to establish an effective sprinkling system he suggested that in view of the willingness of the owners of everal artesian wells on J street piping be laid to connect the wells and by that means secure a larger force of water than is now available for the purpose of sprinkling certain streets some discussion followed on the subject several of the members suggesting different plans for remedying the present slow and antiquated method on motion of mr holdaway the supervisor per visor was instructed to advertise advert ize for bids for the running of the street sprinkler the resignation of alderman talmage was read and accepted expressions of regret were made by members that unavoidable required alderman balmages Tal mages retirement the gentleman evidently had the good will of his associates many complimentary remarks being made concerning the gen clemans tl emans energy and ability both as a councilor and city justice alderman talmage responded in a feeling manner and thanked the members of the council for the kindness and courtesy he had received at their hands during hia comparatively brief association with them the council then adjourned |
