Show agricultural experimental STATIONS yesterday governor vast vetoed the bill providing for the establishment of an agricultural college on the ground that it provides for the election of a board of officers in a manner which is in conflict with the provisions of section 7 of the organic act this bill was drafted in accordance with a congressional enactment passed july 2 1862 entitled au act donating public lands to the several states and territories which may provide colleges for the benefit of agricultural and mechanic arts the substance of this act is that thirty thousand acres of government land shall be given to each state and territory for each senator and representative it may have in congress aa butali has but one representative this means thirty thousand acres for her this land cowcer how according to the provisions of this act has to be sold and the money derived from the sales is to be invested in stocks of the united states or ot the state in 1887 a supplementary act provided that in case any state shall have established under the provisions of said act of july 9 1862 an agricultural department or experimental college in connection with any university college or institution not distinctly an agricultural college or school and such state shall have established or shall establish a separate agricultural college or school which shall have connected therewith an experimental farm or fata tion tho legislature of such state may apply in whole or in part the appropriation by this act made to such separate agricultural college or school and no legislation shall by contract express oj implied disable itself by BO doing the evident intention of this provision was to enable legislatures if they found it expedient and in the interests of economy to attach a department to existing state colleges or universities for the accomplishment of the objects of this act and thereby take advantage of the appropriation therein made we do not eee why the deseret university did not have that advantage by attaching the college to institution it have saved the appropriating of money to orect suitable buildings elsewhere anyway cache county is certainly not a suitable place fur such a building the country is too cold and practically incapable of resulting in the benefit eliat intended to bo derived by tah act |
