DOESN'T AFFECT GUARANTY LAW Measure Adopted by State Banks to Give Saras Protection to Depositors Deposi-tors as Given by Provisions of Insurance Scheme of National Banks. Reprinted from Topelca Daily Cnpital. Friday; .Sept. 17. 1 909. ' W. R. Wilson, secretary of the new Slate Bankers' association, lias closed a deal will) the ('onsolirlaled Casualty company of Chicago whereby-Ibis company com-pany will issue bonds to cover deposits of slate, county, city and township funds in at least, 100 stale banks. In siiiin;r Hiis contract with Ihe Consolidated Consoli-dated the bankers in the slate association associa-tion have s-lrueli a blow for the upbuilding upbuild-ing of insurance funds in the west and for checking (heir flow into tho treasuries treas-uries of the cast and of Europe. Al the time Iho Stale Hunkers' association asso-ciation was formed in Topclca last spring, il was agreed that the now association as-sociation must offer lo its members the same iiiducqnienls offered by the Kansas Kan-sas Bankers' association, niado up of both stale and national -hanks. That association has secured .job lot rates 011 indemnify and guaranty bonds and made Ihe rales lo banks in Kansas for years. Tho now association agreed to do as much for its members. .lohn R. .Miilvano is a stockholder in the Consolidated Casualty company, and during the meeting he 'mentioned the company and suggested that it be investigated in-vestigated along with others. .Secretary .Secre-tary Wilson and members of the executive execu-tive committee wore given authority to make the investigation and take whatever what-ever action was deemed wise. Tli.- have selected the Consolidated Casualty com nan v. "This derision was made after considerable, con-siderable, thought and invest igation of the many applicants before tho execu-live execu-live council." said Mr. Wilson. "The Consolidated Casualty company of Chicago Chi-cago has been endorsed by the executive execu-tive council of our association for the purpose of writing depository bonds for tho state banks of Kansas.''' NO BEARING ON GUARANTY LAW. This netion has no bearing whatever on the guaranty law. The guaranty law was not drawn with the intention of ins tying deposits wliicli 'were open accounts bearing interest. Accounts of Iho stale, counties, cities, and townships town-ships bear interest and are subject to check, therefore cannot, be guaranteed under tho guarauly law. 11 is to take care of sucli accounts thai, tho indeuinitv bonds will bo purchased by Iho banks. Tho guaranty law is responsible for bunching the busiuesH with this com oaiiv in this way. The law brought about a division between the slato stud natioiuil banks, because the national banks could not participate in tho yuor-anty yuor-anty law. Tho slate bunkers ;:ot together to-gether and formed a separate association, associa-tion, and it is this association which has made arrangements with tho Consolidated Con-solidated Casually company. When the aspo'ciation began looking around for the rilit company it found that there was Jill to competition. There were forly or more old lino companies which appeared to have aurood on certain cer-tain rates. The Consolidated Casually company was not ono of these companies. compan-ies. Tho Consolidated is said to have boon organized in protest against Eastern East-ern dominion in tho insurance Held. CIVICS PKOTKCTTOX DKMANDBI). 'There is nothing what over start ling about this agrcehiont." said Win. Mac-I'orran. Mac-I'orran. vice president of iho State Hankers association 'yesterday. "We agreed at our first mooting that in order to gel banks into our association we must offer the same inducements offered of-fered by other associations. Curtain accounts can not come under Ihe provisions pro-visions of tho guaranty law, and it i.? to take care of these that such bonds arc needed. It lias not hint; whatever to do willi the gu.-iraiitv law, and should not be tangled up with it. In insuring in this institution Kansas hankers help to keep Ihe money in the West. Hero-toforo Hero-toforo ail bonds, or nearly all of them, I have been executed in I lib East.'' liobert M. Armstrong, former assistant assist-ant secretary of the United States treasury, treas-ury, is president, of the Consolidated Casualty company. He is favorably impressed im-pressed with tho" Kansas guaranty" law. and says it is superior to the Oklahoma law. "Tho Kansas bank guaranty law i a good one," he declared. "Some of its enemies say that there is only a small fund on hand to protect millions of deposits. de-posits. The slrenglh of 1 he plan lie; in tho fact that it is a preventive, and not a remedy Dial seeks primarily to make everything all right after the laik has failed". Thev may never have lo use Ihe fund at all. Its success depends on the men whom they make I heir cunt-misaioners cunt-misaioners of banking and the way they enforce the rigid examination law's.
