A truce between the Democrats ami Republicans was for a time declared today when under suspension of the rules the House took up for consideration and pnssage tho Sterling employers' liability bill. The Democrats broke out into loud ap plause nnd handclapping when the muling mul-ing of tho measure had been concluded. Mr; Sterling (HI.) explained the provisions pro-visions of the bill, the main features of which have boon published. Mr. Sterling Sterl-ing statod that the bill would bo applicable appli-cable to interurban car lines between States and strdet railroad lines iu the Territories and District of Columbia. The Democrats applauded Mr. Henry (Tex.) when he said the bill was a meritorious and constitutional one and that not a Democratic vote would be recorded against it. hi tho opinion of Mr. Little-field tho section of tho bill relating to actions ut law in cases of contributory negligence neg-ligence was an innovation on existing laws. Ho delivered a lpgal argument in support of his contention and declared that the bill was open to tho same objection ob-jection that was raised against the act declared unconstitutional bv the Supreme Su-preme Court of the United States. Tho vote resulted : Yeas. HOO; nays, 1. Mr. Littlefiold casting the negative vote. Eight were not present. |
