Show I HOWELL IS FLAYED I BY JUDGEROLAPP .No Xame Is Mentioned, but All Know to Whom Speaker H- Refers. F t H : i ADDBBSS IS DELIVERED H j AT JUDICIAL CONVENTION 0. C. Richards for Judge, and Valentine Gideon for Dis-Hi Dis-Hi tricf. Attorney. X DEMOCRATIC JUDICIAL TICKET f District Judge, C. C. RICHARDS, f District Attorney. VALENTINE GIDEON. ? I Special to Tho Tribune. H OGDEjST. Sept. 30. Democrats of , "Weber, Davis and Morgan counties, j which compose thp second judicial dis trict, held a convention in this city ' "Wednesday', afternoon and nominated V the above ticket. The sensation of the convention was furnished by- Judco H. U. Eolapp, who, j without calling any names, delivered one of tho most severe castigations ever heard against a public man in 1 Weber county, with Judce .T. A. How- ell as the object of his denunciation. "When tho convention was called to order bv W. F. Bossner, who had been made permanent chairman, on motion of Attorney Joseph Chez, H. II. Rplapp, who was defeated for the district B. -judgeship four years ago by Judge J. A. Howell, the incumbent, aroso ana i placed in nomination for tho position M: G C. Richards. In- speaking to his nomination. Judge Eolapp was more M- than severe against the incumbent, whom he referred to by implication as j a man who had held up his decisions to benefit his favorites, discussed the merits of certain cases beloro their trial before him, and who had won his H. election by fraudulent practices. lhc address of nomination ot Judge Eolapp was as follows: Judge Eolapp 's Address. Ladles and Gentlemen of tho Commlt-tee: Commlt-tee: I rise to nominate for the high and important office of judge of the second M? judicial district the Hon. Charles C. Rlch- ards. This gentloman needs no eulogy Kj from me. Ho is known to every one pf H' vou because he was born and reared in B this community, has resided here con- . stantly, and has. in fact, become a grand- father while living in your midst. E-erv E-erv one knows him to be the personlfica-tldn personlfica-tldn of integrity, of honor and of con- L sclentlousness. His long and varied expe- rience In the practice of law, and his rec- 1 ognized good common sense and Judgment will, of course, make him an Ideal judge on the bench. All of these facts arc well I But in-view of the past experience, and of what was said at tho time our Republican Repub-lican friends nominated their candidate for this same office. I feel In duty bound to say to vou at this time, and before Mr. Richards becomes your candidate, that If you gentlemen or the people ot this, district desire to name a politician for the bench, you had better not nom -nate my candidate, because, while he Is a Democrat, and has always been an ardent ar-dent advocate of Democratic principles, vet when he Is elevated to the bench ho i win there know neither Democrats nor i Republicans, neither rich nor poor, nelth- er corporations nor Individuals. His sole r consideration will be the law and tho evl- H dence in the particular case before him. Hlj Another Stiff Jab. I' ' Another warning: If you elect Mr. Richards to this office you must not ex-I ex-I pect him to serve his party by holding submitted cases under advisement for a f vear or a year and a half, simply be cause his decision might affect the poll-. poll-. tlcal situation of his own or anybody L4 else's party, or might endanger the I chances for election or re-election of hlm- 1 self or any other Individual. Neither ! must you expect, either during the cam paign or after ho Is on the bench, that Mr. Richards will enter the pulpits of churches to which he does not belong, and there attempt to advance his own or his party's Interests by hypocritically appearing ap-pearing to be other than what he Is. You must not expect him to discharge personal per-sonal or party obligations by permitting his employes for .single services to secure , double pay from the public treasury. You 4 must not expect him to discuss secretly your pending cases with yourself or any other person, or tell you in advance what the law Is in uny controversy "arising In this district. You must not expect him to be tho organizer or leader of any po-' po-' lltlcal club, party or machine, nor must you expect him to condescend to be an instructor of ward heelers, or dominate f primary politics. In short, if elected, ho I will not be a politician, but only an able. dignified, conscientious and impartial li judge. L Another thing, before you nominate Mr, I;: Richards. I would llko to have you pledge Ll yourselves that you will use your utmost Is endeavors to prevent a single tainted voto I, ' being cast for your candidate. Mr. Rlch- I.' ards would ten thousand times rather be It defeated for election than to secure this ml office by a single purchased vote. I History Eecitcd. I It is a matter of common notoriety and f history In this community that four years ago the high and sacred offlco of judge L of this district -was wrested from the peo- L pie by the Introduction of corrupt ineth- " ' ods and purchased votes. This must i never happen again. And, at least so far I as this particular office Js concerned, I I give notice here and now, that If any I person, during this election, shall attempt to buy anv votes for or against any judicial ju-dicial candidate. I will personally seo to it that somebody goes to jail, even though ho may be a high ofllclal, or oven though ho mav claim a congressman for an uncle, or a judge for a brother. 1 shall offer a standing reward for tho disclosure dis-closure of ovidenco that will loud to the conviction of either a bribo-takcr. or the much greater criminal, a bribe-glvcr. The sacred precincts of tho courtroom must not be tainted by purchased votes or corrupt cor-rupt methods; and I feel sure that In this sentiment I um in accord with not only every Democrat, but also with tho decent Republicans who reside In this district. Tho people, tho honest people, doslro that this of lice shall bo rightfully obtained and honestly administered, and having had one expcrlcnco will not permit another judicial election to bo determined by iho i criminal purchase of votes, no matter whether the purchase price Is money, I whlnkey or damaged products. Regarding Politics. Indeed, personally, I regret that even honest politics should enter Into a Judicial Judi-cial election. It is certainly Immaterial whether a judge, no such, Is a Democrat or a Republican. If you and I have an honest dispute and have detormined to settle It by an honest arbitration, you and 1 will not look around for a member of any particular party to become the arbiter, ar-biter, but wc will look for an honest, able and conscientious man, and having found such a man, we would agree upon him without questioning him or his party affiliations. af-filiations. If that Is true among Individuals, Individu-als, how much more truo It Is among community controversies and litigation. Each of you, and all of tho people of this district ought, to select us Judge tho man they honestly believe to bo tho ablest and most conscientious lawyer. without regard as to whether ho is a j Democrat or a Republican. If that Is done 1 havo no fears as to the results. I confidentlv again submit for your nomination nomi-nation the name of tho Hon. Charles C. ; Richards. When tho speaker had closed Mr. Richards was nominated by acclamation acclama-tion for ;pjcle, as was Valentine Gideon Gid-eon for tho district attorneyship. After listening to addresses from Attorneys S. T. Com and IT. IL Henderson, and tho transaction of routine business, tho convention adjourned to allow Hie delegates dele-gates to attend tho opening of tho Big Four county fair. |
