MADE THIRD UEUTENANTS. Graduates of Wyoming University Are Made Officers in Philippine Service. Special to The Tribune. LARAMIE. Wyo. May 28. Captain John W. Heavy, military commandant at. the I'niversily of Wyoming, has beeu notified that, two graduates or the mill tary department of the university will be made third lieutenants in the Philippine Philip-pine constabulary, at an annual salarv at first, of $1,100". There ar two such officers from this city tn that service at present Julius Merz and John Fra-zee. Fra-zee. Merz has been there a year and has already been made second" lieutenant, lieuten-ant, and placed in charge of a district. Frazee when last heard from was in the military school, established bv the War Department at ('avite, expecting to be ordered to duty some time thlfl spring.
