D. C. to the Ttccklcs-In Montana, Colorado and Utah, and havo had more trouble getting my mall during the three years I have rested re-sted In Salt Laket than In all my life put together. ' , , I am able to specify inrtlcularly a number of Instances when my mail has gene wrong, or not received at all. and which I am certain Is the fault of tho postofTlcc here. When 1 mentioned the delinquencies and wrongs to tho postmaster, postmas-ter, his reply was vary much such as we wculd expect from Bosh Tweed. I flnallv, after many vexations, reported the matter to Washington. I received a very good reply from there, stating tho i trouble would bs investigated. I havo no i doubt my complaint was referred to the postofllce inspector here and by him whitewashed. I have been twelve years in the postal 1 service myself and am very sure my I ticubles with mall are caused by the iiegligenc.'. or worse, of 'he Spit Iake postofllce. Verv respectfully, II. J. ARMSTRONG. Salt Lake City. Feb. 20. Special to The Tribune. WASHINGTON. Feb. M. Tho nominate nomina-te n of Arthur L.
