The proposition proposi-tion W3c defeated, not by the tock vote, but by the strength of tho opposition, which whllo In tho minority, was able to defeat tho proposed assessment. Dr. McEnery yesterday stated that no one could effectively block tho purpose of the majority stockholders In their desire to develop tho properties. After his return ho will call tho directors together, or-gnnizo or-gnnizo tho board, and If a reasonable as-e5smcnt as-e5smcnt Is not agreed to, as the executive execu-tive officer of tho company, to which office of-fice ho fully expects to bo elected, ho will recommend tho mortgaging of the company's properties for a sufficient sum to pursue the developments necessary.
