Show MAYOR AND COUNCIL MAY HAVE OPEN WAR i Democrats Will Assume the Right to Remove All the City Employees Not Confirmed by the City -Council. The opposing' factions of tho olty government gov-ernment are no nearer a compromiso on appointments than at first. Several meetlncs have boon held, but not a thing has thus far been accomplished. Enough of the Republican members of the City Council tothwart the schemes of tho Mayor are standing pat and the Democrats refuae to come over to the proposition of the opposition. Mayor Morris io said to have stated at a meeting: of tho special committee that if tho appointments made by him were not confirmed he would flght tho Republicans to a finish. It was proposed pro-posed at the meeting by Councilman Hartensteln that the Republicans be given the naming- of eight of the heads for the departments to be filled and that the Mayor be given eight The naming of the seventeenth head was to be decided by flipping a Coin. The Mayor did not acquiesce. Tho implement with which the Democrats Demo-crats propose to whip tho opposition into line is chanter 3 of the Revised Ordinances. It ie understood that, relying rely-ing upon an arbitrary Interpretation of the latter section of this ordinance, the Mayor will discharge all the Republi can employees in the various departments depart-ments of the city government- Tho chapter in question provides "that all omployeos holding positions by virtue of appointment only, without approval by the City Council, may be removed and discharged at the pleasure of tho appointing power; and provided further, that this section shall not apply ap-ply to members of the police and lire departments." . The Democrats have placed the Interpretation Inter-pretation upon the words "appointing power" to mean the Mayor, whllo tho Republicans will hold that tho words refer to tho heads of tho various departments de-partments under which the men are employed. It Is a question that may have to be decided by the courts. Owing to the death of the mother of Councilman Precce, the Council did not transact any business last night and adjourned until next Tuesday evening. Afler tho calling of the roll tho following follow-ing resolution, by A. J. Davis, wns passed by unanimous vote and adjourn-j ment taken: "Rerolvcd, That on account of the death of the mother of Councilman J. H- Preece, this Council adjourn until next Tuesday, and that the members of this Council meet at tills building next Sunday at 12 o'clock and attend tho funeral In a body, carriages to be provided pro-vided for all who desire to attend." |
