Show OMNIBUS STATEHOOD BILL Senate Devotes Day to Discussion of the Measure Washington De 1U Almost the entire en-tire session of the Senate today was devoted to discussion of the omnibus Statehood bill The bill came over ns the unfinished business from the last ficsslon and by agreement today was fixed for calling It up Early in the morning hour Mr Quay nubmlttcd a report of his own and its reading occupied oc-cupied the lime of the Senate until 2 oclock when the Statehood bill was laid before the Senate Its reading wan begun immediately thereafter followed by the reading of the substitute Mr Bevcrldge chairman of the committee com-mittee on Territories then presented the committee report giving the reasons rea-sons for recommending Joint Statehood for Oklahoma and Indian Territory and for not favoring the omnibus hill In he course ot1 the reading of the several reports and the Statehood bill the Senate passed a bill refunding certain cer-tain revenue taxes to owners of private pri-vate dies and ulso a bill relieving cer thin Importers from the duty on tea placed In bonded warehouses During consideration of the Statehood measures Mr Quay never left the chamber cham-ber For the most part he remained in hlft chair only once or Uvfce leaving leav-ing It for the purpose of conferring with some Senator near by Delegates Rodey of New Mexico and Flynn of Oklahoma were on the floor of the Senate and closely followed the proceed pro-ceed I njrs Just before adjournment Mr Nelson secured permission to withdraw the cubstltutc In order to perfect U Mr Quay promptly Insisted that the substitute substi-tute If withdrawn should be went back to the committee but the chair ruled against him Mr Quay gave notice that when the substitute wns again offered he would move to lay It on the table The Senate at 515 p m went into executive session and at 535 p m adjourned ad-journed The action of Senator Nelson in withdrawing the substitute for the omnibus Statehood hill he says was Vor the purpose of making some amendment needed becauna of Us hasty drafting It Is possible that the name Jefferson will be substituted for Oklahoma The withdrawal of the substitute prevents auesj vote nt pre ent but one will occur1 as soon nw It Is again presented accordlrtr to the notice no-tice given by Mr Quay The delay of this test vote will afford an opportunity opportuni-ty for further canvassing among tho Republicans who ate favoring the omnibus om-nibus bill while a vote would have committed them on one side or the other which was not considered desirable desir-able by the friends of the substitute in view of the orobahle majority now in favor of the omnibus bill |
