Show PERMANENT CENSUS OFFICE Senato Devotes Day to Considering Measure Providing Tnerefor Washington Feb 15 During the en tire sezlslon of today thcv Senate had under consideration the bill establishing establish-ing a permanent census olllcc I was not completed but an agreement was reached to take It up again Immediately Immedi-ately after tho executive session that is to be held on Monday next for the consideration of tho Danish treaty The great contest of the day of course was over the transfer to tho classified service of the I employees of the census office who are to bo retained tamed in tho permanent establishment I Involved the entire civil service question and the debate covered much of the ground that heretofore ban been gone over in Congressional debates On motion of Mr Teller the bill was amended so as to provide for an assistant sistant director of the census at n salary sal-ary of 4000 per annum and further that the terms of appointment o both the director and assistant director should be four years An amendment was offered by Mr Alllaon and adopted providing that In the annual collecton of statistics of births and deaths the data should he obtained only from registration areas Mr Dubois offered an amendment providing that the director of the census cen-sus shall collect annually statistics concerning the buHlncsR of trusts or in uslrlnl combinations the statistics to be collected through reports made to the director by the responsible heads of such concerns and to cover all details de-tails of the business The amendment was rejected 17 to 31lho vote being along alrlct party lines except that Mr McEnery Dem L voted against the amendment Mr Allison offered an amendment limiting the provision for the collec llon of statistics concerning tho ton stntsUc3 cOllcerninG production pro-duction of cotton as returned by the glnners He maintained that cotton statistics now wee collected by i the Agricultural department and the statistics sta-tistics collected by the census office would be a duplication Mr Tlllman offered an amendment in the nature of a substitute for Mr Al lisons amendment providing that the census director ahould Issue monthly bulletins on the cotton production as reported by the ginners beginning on October 1st each year and extending to and ncludjng March let Np action was taken upon amendments tho Senate agreeing to take up the bill and amendments immediately after the executive session on tho Danish treaty to be held on Monday next The Senate then at 527 p m ad journed |
