Rumor of Manifesto T It was rumored about the city yesterday yester-day that a manifesto would be Issued by President Smith at the conference today to-day The rumor emanated from semiofficial II i semi-official sources yesterday after having been in circulation for some weeks It Is said the manifesto will forbid members mem-bers of the Mormon church from marrying marry-ing outside the faith hereafter President Presi-dent Smith Is knoWn to have pronounced pro-nounced views on this subject and It is well understood by those In a position U to know that he Is strongly opposed to members of the chUrch forming matrimonial matri-monial alliances with Gentiles The Increase In-crease of marriages outside the faith lately Is said to have Influenced President Presi-dent Smith and his advisers largely in the matter It Is said efforts were made to Induce both the late President Woodruff Wood-ruff and the late President Snow to issue is-sue such a manifesto but without avail It is understood the Idea is one that has always been favored by President Smith and the manifesto Is expected asa as-a result
