Show IDAHOS SHEEP QUARANTINE JESSE IT SMITH THINKS IT ILLEGAL J IL-LEGAL 4 Just a Scheme to Prevent Grazing of Utah Sheep in Idaho Very Little Scab in utnh The Boise Statesman publishes an interview with H P Challln Slato Sheep Inspector of Idaho in which fir Cluittin Is quoted us saying that the quarantine against sheep from Box Elder El-der and Cache counties In thin State was on account of scab und that many pro tea Is had come to him from stock men who lived In sections adjoining Utah Mr Chattln slated further according ac-cording to the Statesman that Utah had no scab law and his Information was that scab was very general In this State p Jesse M Smith of Layton president of the Utah TVoolGroWers association who Is In Salt Lake was shown the above Interview yesterday Mr Smith claims that the Idaho quarantine proclamation pro-clamation Is unreasonable In that It Is directed ngalnsl the sheep of a J certain district l Instead of against the sheep that are aflllcted with tho scab Tho Issuance I of the proclamation he says was on the recommendation oC Mr Chattin and was Instigated by the sheepmen In the neighborhood of Ma lad The real object he aid j was to keep the Utah herds from grazing on Idaho ranges This was apparent he I said from the fact that the quarantine l I extends to the two northern counties of this State and Elko county Nov all of which join on to the Idaho line I Mr Smith made an inspection trip to Idaho lost year and he found the sheep theri badly diseased with theca the-ca In fact the worst he had ever seen On the other hand he states that tho Idaho Inspector has never been Into this State to find out tho conditions condi-tions here Another ridiculous phase of the situation he says Is that Cache one of the quarantined counties has the least number of sheep of any county coun-ty In the State Mr Smith is of the opinion and he thinks that he knows whereof he speaks that the sheep of Utah are freer from scab than are the cheep of any State in the Union lie also thinks the present Utah law on the subject preferable to a system that provides for Inspectors as It has been found by experience that Inspectors look after the fees alone while under the Utah system the sheepmen look after the heallh of their Hocks The law in this State provides that nil sheep shall be dipped once a year and a failure on time l part of the owners to do so is a inlsdemeanoi and the owners are also liable for any contagion that results from their diseased flocks A suit over the constitutionality of the Idaho quarantine laws was begun last year by l the Utah sheepmen but the Jaw was sustained by the Idaho courts An appeal has been taken to the United States Supreme court where a different decision Is confidently expected Mr Smith staled that the sheepmen of Utah do not object to a quarantine against the scab but they do object to the present quarantine which Is against a certain section of the country coun-try and HO plainly In violation of the Interstate entnmercr laws |
