Show FREE HOMES BILL House Consents to Give it Consideration Considera-tion Is of Interest to Idaho TRIBUNE BUREAU 501 Fourteenth street Washington D C April IS 1300 J The House today consented unanimously unani-mously to give consideration to the free homes bill This measure was originally Introduced I by Delegale Flynn of Oklahoma some years ago and applied at first only to that Territory Ter-ritory Now it ban been amended sons so-ns to apply to all the public land States and Is of particular interest to Idaho and Wyoming It Is probable that the bill will puss MESSAGE ON PORTO RICO President Hakes Recommendation Regarding Island Washington April IS = The President todny sent to Congress the following message The time remaining before time first of Mi y when tho act of April 12 1900 entitled An act temporarily to provide revenue and a civil government for Porto Rico and for olher purposes will take effect appears to be Insulll cldnt for the careful consideration requisite to the proper selection of suitable suit-able l persons to fill the Important civil olhces provided for by the act The flowers of the present government will cease when the act takes effect and sonic now authority will be necessary to enable the oilicers now performing the various duties of civil government In the Island to continue the perform aiice of those duties until the officers who are to perform similar duties under un-der the new government shall hove been appointed and qualified That authority cannot well be given at present by temporary appointments of the existing olllcers to positions under un-der the act for the reason that many of the existing olllcers arc olllcers of the army detailed to performances of civil duties and section 122 of tho Revised I Re-vised Statutes would prevent them from accepting such temporary appointments I ap-pointments under the penalty of losing their commissions The selection of the new olllcers and the organization of the new government under the act iv erred to will be accomplished with all possible speed but in order that It maybe may-be properly accomplished I recommend recom-mend the passage of a Joint resolution to obviate the difficulty above staled WILLIAM MPKINLEY To carry into effect the Presidents message Mr Foraker chairman of the Porto Rican committee Introduced thh Joint resolution That until the ofllcor to fill any olllce provided for by the act of April 12 ItCO entitled An act temporarily to provide revenues and a civil government for Porto Rico and for other purposes shall have been appointed ap-pointed and qualified tho officer or olllcers now performing the civil duties I pertaining to such olllcors may continue con-tinue to perform the same under the authority of said act and no officer of the army shall lose his commission by reason thereof provided that nothing herein shall be held to extend the time for the appointment and qualification of any such otllcers beyond the first 1000 day of August On motion of Senator Foraker the resolution and the message were referred re-ferred to the Cominltlefl on Porto Rico |
