have a farreaching effect on future promotions promo-tions WHAT IMPRESSION WAS For several weeks past the impression impres-sion has prevailed in military circles that the President was keeping open the vacancy in the list of BrigadierGen erals for the purpose of rewarding a number of officers of the regular and volunteer establishments who have distinguished dis-tinguished themselves during the Spanish Span-ish i war and the Philippine insurrection by advancing them to the grade of BrigadierGeneral in the regular service ser-vice and placing them on the retired list in that grade MANY DESERVING MEN In the list of ofllceis popularly marked for such recognition the names of Gen Wilson Gen Lee and Gen Wheeler of the volunteers were conspicuous con-spicuous in the service and there are many officers of the rank of Colonel and below who on account of lheicvcred Itable showing during the War of the Rebellion were hopeful that they too would be advanced to the grade of Brigadier before
