effectually on tho situation as It exists Tho longer this subject Is postponed post-poned the more expensive it will finally provo to Salt Lake City Various plans havo been siiKKcuted from limo to llmo to Improve tho citys wntor system The plan which I consider tho safest and beat for all concerned Is to acquire tho water rights of Big Cottonwood This might bo accomplished by an exchanco of part of our present waior system with tho owners of said rlichts and also by purchase where It would bo necessary I am aware that tho present condition of the citys finances does not warrant cxtenblvo Improvements Tho latter part of section 1 of article XIV of the Constitution of Utah permits a city to Incur Indebtedness In excess of time debt lImIt for tho purpose of improving Its walcf system Such a proposition 1 must bo submlilcd at a special election to the taxpayers of tho municipality for their acceptance or rejection If tho result of such an election would bo In tho affirmative affirma-tive bonds could bo sued I to fund the indebtedness In-debtedness This plan would be better than direct taxation I most respectfully ask you gentlemen to Investigate this water question carefully and obtain an estimate of tho probable coat of tho Improvement Im-provement as contemplated I earnestly urgo an early consideration of this Important Im-portant subject PROPERTY RIGHTS OF THE CITY Whatever rights tho city may have inlands in-lands and waters controlled by 1 the city must bo firmly protected Wo will defend those lights even IC It Is necessary to go to the highest tribunal for adjudication 1 respectfully recommend that the office of Txind and Water Commissioner bo ereatrd and that the duties of such a commissioner com-missioner be to look cirofully after tho properly and water rights of the city and also to keep a full and complete record of our titles to the same The suit of Salt Lake City m Salt Lake City Water and Electrical Power company Allan G Tam son et al now pending In court strongly suggests the need for this office The ox pehcs to the city In this suit alone will bo far greater than the salary of a Land and Water Commissioner would amount to for a number of years ASSETS OF TJIB CITY At present no records art kept In tho City Auditors ofllce showing tho correct volta of any propertv real or personal owned by tho city 1 recommend that at occasion requires re-quires It SALARY FOR INSPECTOR OF BUILDINGS BUILD-INGS I suggest that an ordinance ho passed fixing a definite salary for the Inspector of Buildings and requiring him to turn nil fees of the oftlce into the city treasury CONSOLIDATION OF TWO OFFICES 1 also recommend that tho offices of Oil Inspector and Sealer of Weights and Measures Mea-sures be consolidated and a fixed salary bo provided for such officer and that the fees of tho ofllco bo deposited In tho city Ucasumr REVISION OF CITY ORDINANCES rime ordinances of our city have not been rovlhed nnd compiled blnco
