Show NO ALLIANCE HIll ENijLAND Charge that Secret One Exists Not Only Unfounded but No Such Agreement Possible Under Constitution President Answers louse Resolution Through the State Department and Effectually Disposes of Charges Made by Macrum Relating to an Alliance as Also Those Pertaining to Tampering With Mis Mail i 4 H tI > v t I Washington Feb 21rhe answer ot the Slate department to the House resolution res-olution calling for Information regardIng regard-Ing certain charges made by l the late Consul Macrum was transmitted to the Houso today by the President I Is signed by Secretary Hay and after reciting re-citing the resolution aays Answering the lirat part of the resolution reso-lution The Department of State has been in regular communication by mal and telegraph with Charles E Macrum late Consul of the United Slates at Pretoria South African republic since his entrance upon the duties of the office Communications made to him have been answered and the execution cceuton of instructions sent had been reported by him Ills dispatches to the department depart-ment which were forwarded through the consulate at Lourenco Marques have during that time been regularly lccdcd The only Instance of complaint in rcopcct to the transit of the mails for Lourenco Marquea and Pretoria was In November last vlien a temporary stoppage of the maim occurred at page mal Cape town agaInst which Mr Macrum and tho Consul at Lourenco Marques protested pro-tested Arrangements were made forth for-th prompt dHIvery of the consular mails to the United States Consul at Capetown by whom the mal for Mr liolllr and Mr Macrum was forwarded to Lourenco Marques The delay hiatoa but a few days and has not recurred so far 03 the department la I advised After that tlmo the departments mail for Lourenco Marques and Pretoria Pre-toria was sent by a neutral route which it appears was Known and OPen to Mr Macrum and Mr IIollls as early as Noember Cth last No obstacle therefore Is here known to have existed exist-ed since Ihcn to Mr Macrums unhampered unham-pered correspondence wIth the Department Depart-ment of State At no time while at his post did Mr Macrum report to the department oran or-an instance I of violation by opening or otherwise of his oilleial mall by the BritIsh censor at Durban or by any person or persona whatsoever there or elsewhere Neither has he so reported since he left Pretoria although having the amplest opportunity to dl so by I mal while on the way home and In person per-son when he reported to the department upon his return I Answering the second part of the aforesaid resolution the rcsoluton undersigned Secretary of State I has the honor to say that there is no truth In tho charge that a secret alliance exists between tho Republic of the Untied States and I the Umpire of Great Drilain that no form of secret alliance la I possible un del the Constitution of the United Lnled Slates Inasmuch as treaties icquiro the advice and consent of the Senate and finally that no secret alliance convention con-vention arrangement or undeistandin exIsts between Ihe United Status and any other nation JOHN HAY Department of State February 20 1000 1000The The Presidents message as will be seen gives a categorical answer to the I questions embodied In the resolution and does not refer lo the action uf th department In relation to the matter I has since boon given out at tho Stale department that Inquiries set on foot Immediately after the publication of Macrums lrst statement developed the fact that tiic I IJrltibh Government had no knowledge of any Interference with the correspondence of the United States consulate at Pretoria and the additional fact that if any such inter ference had taken place 1 was contrary to Instructions |
