Show THE UNITED STATES IN CHINA I Mr Rockhills report of his observations I observa-tions and doings as special agent In China for the United States in the troubles of last year there I Is made public this morning It confirms the accounts we have hitherto had of the admirable part performed by i our country throughout all the military movements and the succeeding negotiations I negotia-tions As to the first to be sure Mr 1 jRockhill merely assumes them they I were the foundation upon which the i good opinion had by the Chinese and all disinterested observers was built In I the conferences and efforts toward the untanglement of a very much twisted web tho United States representatives were conspicuous by their fairminded < ness and their disposition to refrain from pushing even a good case to extremes I ex-tremes It was quite true that China had so outraged dnternatlonal ethics and transgressed the civilities that pro vail among nations as to make her position as to them comparable to that of an outlaw or anarchist with respect to law and government in a civilized state Yet it was partly In Ignorance that these things were done and partly In the race that comes when a people feels Itself driven by repeated abuses and encroachments to take up the sword rather than to longer submit In this disposition and effort of the United States the first point was to assure the Integrity of the empire itself This was accomplished so far as mere declaration declara-tion was concerned though the secret bad faith of Russia may In fact annul the understanding so far ns Manchuria Is concerned In this part of it Russia was ostensibly a firm ally of the United States while consoling herself with a secret agreement as to the province named and which she was even then overrunning Next came the question of Indemnity the United States being in favor of naming a sum that It would not distress China to pay But in this Russia changed front the secret agree ment not being altogether her way as to Manchuria and In spIte of the efforts ef-forts of our representatives the sum was fixed at a figure which China can I never pay thus tho question of partition parti-tion Is only pushed further along It Is bound to come up In a form of claim for forfeited payments later on One reason why our opposition was strenuous strenu-ous on this indemnity lenity wtts that If the sum were put too high Chinese customs duties would have to be increased in-creased causing material Interference with trade where we were demanding the open door which Is of far more consequence to us than the excess of Indemnity can possibly be This coun trys efforts however diminished the amount of the indemnity by fifty to eighty million taels The general outcome of the whole action ac-tion of this countrys representatives was most creditable It was creditable to the magnanimity and common sense of our people and also a bright exem pllflcation of Christian ethics When the Chinamen think the matter over they must be puzzled for while the European nations are also Christian their demands and acts were EO ferocious i fero-cious and unrelenting that the thinking Chinamen must consider our Christianity Christian-ity to be of a wholly different sort and It would not be much out of the way to agree that this must stand confessed < 1 |
