Show NO WITHDRAWAL WHRA Uncle Sam w1l11ot Leave Concert cj tho Powers J Washington Nov lIIt Is said that the details of the proposition before the council of Ministers at Peking setout set-out In the London special dispatches are substantially correct However they arc not Included In any note so far received here officially but are rJther comprised in a series of notes and telegrams that have b ° ln cx changed between the t State department and Minister Conger day by day as the negotiations proceeded The State department de-partment has regarded several of these propositions as extremely unwise or undesirable but has not felt that that i fact justified the United States In withdrawing I with-drawing singly from the concert of the I powers The rather severe criticisms of the English press upon the attitude of the United States relative to the Chinese complications based upon the advices of their American correspondents have naturally attracted a good deal of attention at-tention here With a view to ascertaining ascertain-ing what basis there might be for these criticisms an inquiry was today made In an authoritative quarter with the following Jesuits The comments of the London press on the attitude of the United States In the pending negotiations In China are founded on a complete misunderstanding misunder-standing So far from the Government Interposing any obstacles to an agreement agree-ment among the powers at Peking Mr Conger has been instructed frequently fre-quently and In urgent terms to do everything possible to bring about a speedy agreement This Government took no part In tho expedition to Pao Ting Fu but it made no protest against It and has given no expression of opinion to the other powers as to its propriety J This Government Gov-ernment IH in agreement with the pow ors In demanding severe andadequate punishment of the principal wrongdoers wrong-doers Indemnity for the past and se I curily for the future 1 docs not however I how-ever at this distance presume to dc cldo who are the most guilty what punishment must be Inflicted In each particular case and what sentences sellence are possible of execution These matters mat-ters n well as that of Indemnity are left to the negotiators on the spot I Is to be presumed that they will not I exact a reparation either personal or pecuniary which I would be beyond the power of China tp carry out I |
