That the Amendments Associating Asso-ciating tho City Engineer With the Board of Public Works Be Adopted Veto Sustained and Amendments I Hndc Conflict Over n Fence Mayor Thompson sent his veto of the proposed new form of city contracts con-tracts to the Council last night with his suggestion for changes and after a long wrangle the veto was sustained sus-tained and the changes which arc three amendments offered by Robertson Robert-son Friday night were made In his veto message the Mayor stated he would approve the form as modified Tho form was that of the contract for furnishing and laying water mains and specifications for the same and the amendments associate the City Engineer with the Board of Public Works In appproving cast Iron pipes coating of the same and passing upon hydrants and valves When the veto message vas read Fernstrom suggested I I sug-gested that there wore too many vetoes ve-toes coming In and said to adopt the I suggestions of the Mayor would be about tho same as continuing with the old form I Thomas Cottrcll and Hewlett spoke In favor of the amendments with the two How s and Canning against themE them-E gr Howe saying he knew con tractors who had the citys Fernstrom cn Howe I Edgar Howe Reld6 Buckle then calcd Whlttemorc to the chair and moved to refer the form to the chairman of the Committee on Vatcrworks the City Attorney and the City Engineer The motion lost Cottrcll voting with Buckle for It DEBATE ON AMENDMENTS I Robertson moved to amend the form In acccordance with the Mayors suggestions sug-gestions Buckle amended this to Insert In-sert the words and the City Engineer En-gineer in the new form wherever they occurred In the old form Buckle said hla reason for this was that he did not believe in doing things by halves He said slight changes had suggested to lead the public to believe a form satisfactory to all concerned con-cerned had been adopted He referred to a contract for 70000 or more which had been let to a certain individual indi-vidual In this town meaning apparently ap-parently Moran to be finished September I Sep-tember 1 1900r and has not yet been completed Canning amended Buckles amendment I amend-ment by voting against It and explaining he had seconded it merely to get It before the house this leaving Buckle all alone in < aupport of his amendment FIRST LOST THEN ADOPTED The original motion Robertsons Howe Reid Buckle C Absent Beatty Hartenstcln Edgar Beid3 Cottrell moved to refer the matter to the AValerworks committee the city Attorney and the City Engineer but Robertson cut In with a motion to reconsider which carried with Canning Davis nnd Buckle against It The recommendations were then adopted Buckle and Canning voting against them Fernstrom explained his vote by saying he would give > the Engineer and the board one more chance to get along together but announced an-nounced that he would come forward with a new form of contract soon if they failed to agree MEMBERS ON THE FENCE Tho question of the fence In front of the building F D Cllft is putting up on Main street next came up There was a petition from Architect Ncuhausen asking to be given ten feet beyond the curb stating It was necessary for the prosecution of the work and for the protection of the public Against this was a petition from about all the business men from Walkers store to Second South on tho west side of the street asking that tho fence be permitted to extend only five feet from the building to be only four feet high and to be kept free from advertising The keynote to the whole situation Is in the feet Tuddenham was willing to have the fence cut down but wanted It to extend out as fur as they needed It Davis said the fence had practically cally ruined business on that side of the street and SQUARE Hewlett introduced a resolution appropriating ap-propriating 500 for the care of the trees shrubbery lawns and other Improvements of Pioneer square during dur-ing the season Hewlett said that as the railroads had quit fighting at this end of the line it might be well to not let the park go to ruin Davis announced an-nounced that the railroad people would send In a communication shortly
