Show LJ o Do So WILL MOVE FIRST = I Minister Conger to Make Beginning Toward t Negotiations for Settlement With S Chinese Government It is Believed This May Induce Other Powers to FolIow At Same Time the Government Has Never Assumed to Lay Down Any Mandate as to Course to be Followed by All or Any of the Other Powers S s I 1 I I Washington Sept 27 Minister Conger Con-ger has been advised by the Stale department de-partment of the substance of the replies made by this Government last Friday to the Governments of Germany Russia Rus-sia and China respecting China which clearly Indicate to him the general nature na-ture of the Instructions he Is to receive Moreover by this time he is Informed of the orders Issued to Gen Chaffce to produce his force to a legation guard The note to China specifically pOinted out the lines on which this Government will issue Its Instructions to its Minister Minis-ter The document Is In course ot final approval Acting Secretary Hill having completed the draft some days ago and forwarded It to the President INSTRUCTIONS KEPT SECRET It was the belief at the State department depart-ment late this afternoon that the actual transmission of the Instructions would be carried out very soon probably within I with-in the next twelve hours It Is said that the text of the Instructions will not be given publicity at present for dIplomatic diplo-matic reasons but there Is no concealment conceal-ment of the general scope of tho document docu-ment which Is on the lines laid down in the three notes WILL ACT PROMPTLY In this connection It Is said at the I I State depaitment > that Mr Conger will put these negotiations In motion without with-out I any purpose of noting for any Government Gov-ernment other than the United States although the Government steadily keeps In mind that the United States Is but one of several nations mutually Interested In obtaining a common end and it Is hoped that the affect of Mr Congers making a beginning toward negotiations may be to induce other powers to follow jt the annie time I the Government has never assumed to 1 lay down any mandate as to the course I to be followed by all or any of the other Dowers DISLUvE TUANS SELECTION It believed that the State depart muntalreadv has taken steps through Minister Wu toImpress upon thaChI I nese Government the undealiublllty of I the appointment of Prince Tuna as I Grand Secretary and the painful Im 1 pres Jon this appointment has created throughout this country The effect of his appointment If persisted In it Is said might be to retard seriously the final negotiations or In fact any negotiations ne-gotiations at all I LI PROMISES PROTECTION The Government feels that It is much reinforced in its present position by the note from LI Hung Chang In which he gave positive assurance to the United I States that he had sulllclent authority to protect all American interests and would see that this authorIty was exercised exer-cised The Government now looks upon this assurance as a guarantee which must be faithfully performed asl condition con-dition precedent to oven the establishment establish-ment Chlng of relations with LI and Prlnco ChlngMAY MAY WITHDRAW CONGER J the appointment of Tuan promises to obstruct the performance of this pledge In any triannor then It would be clearly violatlvc of tho guarantee laid down and would warrant the Immediate Im-mediate withdrawal of Mr Conger from further relations with the Chinese envoys so it appears that much moie depends upon what Tuan does than upon what ho has done |
