have for many years boon a source of contamination to the citys water supply sup-ply and thus a menace to the health of the people Much of the cost of obtaining possession of the rights of the locators has already I been met out of the citys revenues which were not In l a condition to bear the strain and should be repaid It Is very desirable to complete this good work of abating the causes of the nuisances hitherto complained of and giving the city porhplete control of this source of water supply The enlargement qf the mains from the City creek reservoir to the head of the distributing system at the mouth of the canyon has long been recognized recog-nized as imperative There is no doubt that the urgency for It increases year by year and the present J > time Is the Councils judgment as to when the work must be done We believe there will be a general I concurrence by the people In conceding that this work inust be done In all these Items there Is but one point where any special divergence of opinion would be likely to arise 1 and I that Is In the order for castIron 1 rein re-in the main from the conduit to the eastern distributing system and In the new main for City creek Experts so far as we are aware all concur In the opinion that wooden stave pipe with Iron bands would be quite as good in every way and Would be for City creek S1CQOO and for the conduit main 0000 cheaper a total of 51000 less than the Councils estimate This sort of wooden pipe Is in general use on the coast and when Denver was figuring on a municipal water plant the City Engi neer there put in his estimates as part of tho general system 17S000 feet of stave pipe at a cost of 900000 and this in a city where stave pipe has I been In 1 use some seventeen years pu tIn t-In by the corporations that have the city water franchise thus proving conclusively con-clusively that the stave pipe Is I found I after long trial to be satisfactory But the question is shall the bonds be voted We think they should first because thQ Improvements are needed and second because the contracts for all but the Parleys canyon Item are already let and It Is merely a question as to method pf meeting the citys obligation obli-gation If the bonds are not voted then this years city taxes will have to be Increased by the amount called for bv these contracts as given above At the same time we do not think it just to the people to refrain from adding add-ing that while the Improvements specified speci-fied are all needed the Increase of the citys water supply after they are all made will be comparatively discussed from time to time is In obtaining the Big Cottonwood water by exchange for water from Utah lake The city has filed two claims In this plan one to raise the level of Utah lake a public reservoir and the other to drlge the Jordan and reduce the hike level a foot and a half below compromise point these to be both held for usV at need I Either or their alternate use accordIng accord-ing to season would give the city plenty plen-ty of water to trade to the Cottonwood farmers for their rlghtsvln the Cottonwood Cotton-wood creek flow Then the city in order or-der to prevent waste would have to pipe BJgCottonwood water tp hc city to a reservoir in the southern part of the east bench In the city limits and distribute the water from there in a I main say along Fifth South street lon lo-n connection with the business district i The deepening of the canal from Utah lake and lining the lower portion with j cement so as to stop the wasteful seepage I seep-age would be bne
