amended the paragraph reads as follows The sale of or dealing In wine or any distilled spirits by any person in any post exchange or canteen or army transport or upon any promises used for military purposes by the United States is hereby prohibited The Secretary Sec-retary of War is hereby directed to carry the provisions of this section into in-to full force and effect Senator Harris made an effort to have the canteen provision extended to the city of Manila so as to prohibit entirely en-tirely the sale of liquors in that city but failed The provision of the new bill regarding regard-ing
