GovGen Wood of Cuba reports to the President and Cabinet that the time has arrived for calling 0 convention conven-tion to form 3 constitution for Cuba He believes the people are capable of governing themselves and that the machinery of their government ought to be put in order just as quickly as possible and that the lat American soldier or civil officer In Cuba should as soon as possible bo brought away He thinks the call for the convention should be made at once that the convention con-vention should meet In September and frame n constitution as soon as possible possi-ble that under that then there should be an election of State officers and then the United States should retire The framing of the constitution will be the serious matter As to how much to copy from the United States and how to adjust what Is adapted to the conditions of the people of Cuba I another I would be plain sailing i they were AngloSaxons and educated But they are Latins many of them have never known any government except ex-cept that or despotism and the question ques-tion will bB how to give them an absolutely abso-lutely free government and yet how to draw restraints enough about them so that the officers may maintain order and promote Industry
