The Repub-! lican administration, having once again led us to the brink, j must be held accountable for whatever happens. A hopeful sign can be found in the recent note of the United States, Britain and France to the Soviet proposals on! Berlin. i The reply, delivered before Prime Minister Macmillan left-pn left-pn his ill-fated trip to Moscow, was described by the Christian Science Monitor as a model of brevity. It was also labeled as an example of open-minded thinking (Continued on Page Four) A Hopeful Sign in Berlin Crisis (Continued from Page 1) which should make an impression on some neutral countries if not on the Soviet Union itself. The note expresses a wilingness to discuss the German problem in a broad rather than a limited framework and to do this in the presence of advisers who could represent the West German government and the Communist supported East German regime. This represents a dual concession on the part of the West a flexibility for which they should receive credit. In the first place it extends a sort of semi-recognition to the East German government and secondly it opens the door for discussions of the neutralization of Germany, a disengagement of forces in Central Europe and a ban on nuclear weapons. |
