L Mayor - N w lS l f modify the form of city government, govern-ment, unrest among city employees, em-ployees, investigative disclosures and comments by persons in positions po-sitions of responsibility are all symptoms of a lack of confidence in city government. "To re-establish confidence we need to upgrade city personnel conditions to a private industry level and advance city employes on experience and merit. "We need to squarely put before be-fore the people the legislative proposal that we change to the mayor-council form. We must vigorously follow through on the proposed capital improvements program; expend capital improvements im-provements program; expend capital improvements money with exacting care to insure that the people get full value for the tax dollar. "We must not let our unparal-led unparal-led opportunity as a convention city die by defaulting on an obligation obli-gation to build adequate facilities facili-ties to handle major conventions. "We must cooperate and plan with surrounding suburban areas to make greater Salt Lake City a vigorous growth community. In short, we need to do some pioneering in mid-twentieth century cen-tury Salt Lake City." The candidate is a graduate of the University of Utah where he received degrees in political science sci-ence and law. He resides at 1312 Capistrano Drive with his wife and three children. BRUCE S.
