Senator Shelby M. Cullom of Illinois made the first speech of the campaign as the exponent of Republican principles at Chautauqua grounds this afternoon. after-noon. There was a large crowd in attendance and the speech was much applauded. The tariff question was the principal subject of discussion, the senator stating that for once the Democratic party has declared frankly it position on the question, for the free trade issue is now fairly made up, and in this campaign two great parties go to the country to discuss the question upon its merits, free trade versus protection. After one hundred years of tariff legislation, much of it under Democratic administrations, the Democrats suddenly discover and de-cZare de-cZare in their platform that it is unconstitutional to shape the tariff act so as to give protection to American manufactories manufactor-ies while securing the necessary revenue to carry on the government. The Democratic platform found hearty commendation from foreign and the English press generally, but would not meet the approval - of the American Ameri-can people for whom it is the function of the American congress to legislate. Senator Cullom devoted great length to reviewing the benefits that have accrued from protection to wage earners in the United States and showed by comparison how it had gradually reduced the cost of living. Alluding to the tin plate question he declared that with the protection of the MeKinley bill 13,640,000 pounds of tin plate had been produced in this country during the year ending June 30. last. This result totally destroyed a position posi-tion of the Democratic party on this question ques-tion as facts are more potent than theories. Farmers sometimes complained of protection protec-tion but the surest method to advance the price of all farm products and crops is through the diversity - of labor, so as to produce home consumption of American products, the establishment of new industries and manufactures by protection. pro-tection. In conclusion Senator Cullom paid a glowing tribute to James G. Blaine as the author of the system of reciprocity and denounced de-nounced Democratic pretensions on tbat subject. He also arraigned the Democratic Dem-ocratic party ,as being, according to their present platform, in favor of tha abolition of national banks, and return to the old state-bank system. They would discard 100-cent national cur-rency cur-rency and return to red-dog and wild-cat state currency. The Republican party favors maintaining the present system, under which no man ever lost a dollar by having national-bank notes ia his pocket. - - " |
