Washington, Nov. 1. Secretary Foster of the treasury says : "Early in the campaign cam-paign I gave it as my opinion that Mr. Harrison Har-rison would carry every . Northern state. I now modify this prediction predic-tion to the extent of excepting Nevada. Ne-vada. The People's party may carry that state, but Harrison will carry all tho rest of the North. The registration practically prac-tically settled the electiou. Harrison is as good as re-elected. He will not lose a Western West-ern state, except possibly Nevada, and will carry Indiana, Connecticut, Delaware and almost certainly New York." A Fresh Howl From Nebraska. Omaha, Nov. 1. Euclid Martin, chairman of the Democratic state central committee, has issued an address in which he calls attention at-tention to what he terms an effort on the part of the Prohibitionists to capture the state legislature. He avers he has made a systematic sys-tematic inquiry and discovered eighty-nine legislative candidates on the Republican and Populist's tickets pledged to vote for statutory prohibition in case they are elected. On joint ballot there are 133 votes in the Nebraska legislature. Martin avers if these eighty-nine candidates are elected they will be able to place a prohibition law on the statute books. In the matter of permitting per-mitting the People's party electors to resign i from the Cleveland Democratic ticket, upon ' winch tWey hive been placed as substitutes for straight Democrats, who were withdrawn, with-drawn, the secretary of state this morning decided he cannot interfere, thus forcing the People's party electors to serve on the Democratic ticket against their will. The general effect of a circular issued today by Attorney-General Miller to United States marshals, supervisors super-visors and attorneys is that he holds tho federal election law paramount in all cases where the state law conflicts with it, that it in force wherever a representative congress Is to be voted for, and officers to whom the circular is directed must be governed accordingly- Resigned His Post. Worcester, Mass., Nov. 1. John D. Washburne, minister to Switzerland, has sent in his resignation to the president. His reasons for resigning are of a business nature. na-ture.
