A cablegram from Caracas, Venezuela, to the Herald announces that the opposition to President Palacio has resulted in open war, and that a bloody eu-(fitgement eu-(fitgement was fought between a body of revolutionist and government troops. So far as learned, the advantage rests with the jravernment, but fear is generally expressed that tli is U but the beginning of a long and desperate fight for the coutrol of the country, which may result iu the loss of many lives and again plunge the republic into the chaos from which it was just be-ginning be-ginning to emerge. It has been an open secret that a fight would follow the electious, and botli parties have been preparing. President Palacio used every possiblo means to retain his power and strengthen his position, while his opponents op-ponents have also been busily engaged iu recruiting and arming themselves in anticipation an-ticipation of a liual strugnla.
