Replying to a query from the state department, whether "skilled expert" laborers may accompany Chinese exhibitors at the World's Fair into this country, both the attorney-general and assistant secretary of the treasury Spaulding concur in the opinion that it will require the action of congress to authorize the admission ad-mission of any Chinese laborer, inasmuch as persons belonging to that class are absolutely prohibited by law from Jauding in the United States.
