The queen, in her special closing address of tlic sesaiou, referred to the proposition made to the United States government to submit the differences regarding the R diring sua fisheries to arbitral ion, but said tlie regulations between the two governments looking to that object had not yet been completed. The queen's speech also reviewed the work of the commons, lier majesty says: "The various measures which von have adopted in recent years to secure se-cure the ubsm valion of law in Ireland and to improve the condition of the country have resulted in a marked abatement of agrarian offenses and rrudsiderablo advance in prosperity. The steps taken to cope with the distress dis-tress threatened iu Ireland have been etfectual in aver'iug famine. "You have alio passed n beneficial measure dealing permanently with the congested districts of Ireland, which it is hoped will, by fostering agriculture1 iind stimulating the lishirnj industry, contribute largely to the prevention of similar dangers iu tho fiiluro." |
