Show SPAIN AND RECIPROCITY, -t i . England is Hauling up the Favored Nation Clause In Opposition, Washington, Oct. 15. A dispatch from London asserts that Spain cannot negotiate a reciprocity treaty with the United States for the cotton trade without with-out violating the '."favored nation" clause iu tho existing treaties with other oth-er nations. It is said at the department of state that this point was finally decided de-cided in 1884, when Minister Fostor negotiated ne-gotiated a reciprocity treaty, and is now revived, not by Sp-ln, but by the commercial interests of (Jreat Britain. The United Slates also has a favored nation clause in most of her commercial treaties, but this will not embarrass the government in the negotiation of a reciprocity re-ciprocity treaty or arrangements with other nations because tho department of state has uniformly held that the favored nations clause applies only where tho privileges are granted freely, and without consideration; but where-ever where-ever n special consideration is made the condition of the favor granted or re-cpived, re-cpived, tho favored nation claiiso docs not apply. |
