C, Dec. 24 The president sent to congress the report of tho committee to select a site on the coast of Puget Sound for a dry dock. The report after reviewing at great length the localities visited, states, while solely from a commercial point it might be difficult to decide between the naval clayns of the Columbia river and Puget Sound for a government dock, the conditions necessary for successful suc-cessful defensn of the latter are such as to leave no doubt iir the mind of the committee that the proposed dock should ho located at Port Orchard, on Puget Sound. As a strategic point in time of war -the committee holds that Puget Sound is an important place and one that can be easily de ended. The report discusses in detail the importance im-portance of co-operation of the naval force with the land defense on the sound and the necessity for reasonable security of the waters to prevent a sudden sud-den raid by an enemv l;,.,r.,,..l;., .u feasibility of Port Orchard for the location loca-tion of a dry dock, the report slates that it has a depth of fourteen fathoms of water and is in other respects the most desirable place for the location of a dry dock on the Pacific coast.
