Tho Ninth Brooklyn Eapid Transact commission met today nnd adopted a plan for the construction of an elevated road on Atlantic Avenue Brooklyn, from the south forry to Essex street. The structure, struc-ture, which is to be supported on posts in the middle of the street, can not be built until tho Long Island railroad enters en-ters into an agreement to remove the present surface tracks, fences and gates west of E-isex street and to level the street, aud place the regulation horse car t acks through the contre of tho avenue. . .
