Just before noon two enlisted men are sta-tioned at a point commanding an unob-structed view of the tower of the "Wes-tern Union building. One of these is the post bugler, the other a trained signal-man, equipped with a powerful field glass. The officer is required to keep his glass fixed upon th time ball.
