Show LEGISLATIVE SUGGESTIONS Each legislator elect is looking forward with anticipation and und pos pos- possibly pos possibly sibly with some feelings of ap- ap apprehension apprehension ap apprehension toward the time when he will be called upon to pas pass judgment on the many proposals calculated to improve governmental governmental governmental tal procedure and to contribute to the happiness and peace pence prosper prosper- prosper prosper-j prosperity prosperity ity of the people I I But as each leg leg-isla legislator tor knows this consummation devoutly to be wished cannot be achieved by any flight of oratory any set of resolutions resolutions I or indulgence ence in delightful generalities g It will wiIl require study I and the application of oC definite sound principles of economics Government is il an intricate affair It has many ramifications De- De Demands De Demands mands are coming from every angle Ie and from every direction for more money more money despite the sincere insistent demand from the people for relief And so the l legislator throughout the entire session will wiIl find himself called upon to determine which horn of the dilemma to seize seize more appropriations or more economy economy econ- econ omy The coming coming- coming legislature will wiIl not lack for opportunities to effect economies and to plu plug up exist exist- ing ing- existing loopholes Some of these con cor- correctives cor correctives will call for slight modi- modi modi to existing laws In some few cases new statutes will wiIl be required Following are some of the su sug- sug suggestions sug suggestions I which might be found worthy of consideration by the legislature as to what should be bedone done in order to encourage econ econ- economy economy econ economy omy and to prevent extravagance ance in state government g 1 The legislature after aCter careful study sets up the state budget for forthe the next biennium It is presumed that all these items have been given careful consideration that where requests have been denied it itis itis is because they found or else the state did not have sufficient money to satisfy such re- re requests requests re requests quests It is presumed that the legislature can justify its action in each and every case ease for the re- re reust reus re refusal us t to incorporate t the e re requests que ts in as as inclusion of certain items in the budget But what may happen after the thele le legislature has adjourned Suppose these same groups or individuals or institutions whose requests have been denied appear before the Board of Examiners made up of the Governor Secre Secre- Secretary Secretary Secretary tary of State and the Attorney Attorney- General Attorney General Suppose that in a quiet executive conference they urge i- i that action be ignored ed and that the Board of Examiners Examiners Examiners ers grant the request Suppose that the Board of Examiners does docs reverse the legislative action and authorizes the expenditure which means of course the creation of a deficit Is that sound business Does that not in a way nullify the work of the legislature and vir place authority in the hands of the three men to override the decisions of the lawmakers I That is just exactly what the present law allows and it is that law which should be amended so that any request for an tion tion that has been denied by the thelast thelast thelast last le legislature may not be pre pre- presented presented pre presented to the Board of Examiners that the Board of Examiners shall shaIl have no authority to consider re- re requests requests re requests quests already denied by the leg leg-isla legislature ture 2 Another point If requests I which probably represent an emer emer- emergency emer- emer emergency emergency gency g-ency and which have not been presented to the legislature are made to the Board of Examiners after the legislature leg is adjourned I should not the law bw be amended to toi i provide that no requests of this I character shall shaIl be considered by byI bythe bythe bythe I the Board except at a public hear hear- hearing hearing hearing ing and that due notice be given of this hearing hearing- that such notice shall shaIl specify the name and nature of the request It is safe to predict that this last provision will vill automatically reduce the number of requests be- be because because be because cause only those that are willing willingto willingto to bear the full light of publicity will wiIl ever ver be presented The pre pre- present pre present sent tete-a tete tete a tete executive sessions will disappear and deficits s which have been with such ease in the past will automatically shrink The Board of Examiners will then no longer bear the subtitle of board of The deficits deficits Th Utah Taxpayer |
