l report report of t the e superintendent which is 3 here nere given in full sets forth the accomplishments of the the schools of the D Davis vis county s school hool district for the past year rear August 1 1929 Board of Education Edu Davis County Schol District Gentlemen The year ear just closed 29 1928 is significant in the school his history history- tory tory- of the Davis district The building program pro pro- program pro program gram inaugurated by the board of education an and authorized by the people in the election on April 26 19 S not only brought added and much needed educational facilities but it also brought added 3 led moral sup sup- sup sup- support support support I port and cooperation from school patrons all all of which has made it possible to better provide for rOT the needs of the children It is a pleasure to point out by the following facts and figures the status of our schools and the accomplishments accomplish accomplish- accomplishments blocked roads as it was during dur- dur during ing the past year ear Some roads were I dur-I closed for 10 days or more The present o of spinal meningitis in the district also reduced attendance es- es especially especially in iii Clearfield field ing this interference the aVerage days each child attended is the same as last year and days more than it was five years ago at which time the school year was changed from 8 months to 81 8 months The high school enrollment 10 years rears ago was 3 0 Today it is Ten fen years ago students on the thel l census were not enrolled Five years ears ago there were such students During the past year only 75 of the total school population were not en- en enI enrolled enrolled rolled in school and the 75 were ac- ac accounted counted for counted for Teachers Number of re regular teachers principals principals prin principals and supervisors Number of assistants 10 Number of part time part time teachers 1 Total two Twenty two y-two class rooms about 18 per cent cent of those in the district were in charge of teachers who had not taught in the district before This represents the smallest change in teaching personnel on record in the district The retaining of first class teachers from year to year is one of the best assurances of an efficient school system Our salary schedule should be increased as fast as funds can be secured to more fully accomplish accomplish accomplish this purpose The principals of our schools deserve de- de deserve serve much credit for their splendid work Asa As a class they are men who fully sense the meaning of being educational leaders in their communities communities ties Their influence in directing their teachers and in dealing with the pub pub- public pub pub- public public lic is largely responsible for far the fine spirit of cooperation that exists among teachers and patrons and for forthe forthe forthe the sincere devotion to duty that characterizes the teaching force of the Davis district The addition of a special teacher of band and orchestra in the music de- de department department de department has proven highly satis satis- satisfactory sati satisfactory factory and we recommend that this work be made in this de- de department department de department The music musie supervisor and the primary primary mary supervisor have maintained their high standard of efficiency dur dur- durin during inc ing in the past year Their experience e and training make them experts in their respective fields and their work is unexcelled In four of our the principals teach only a part of each da day and devote de- de devoe voe de vote voe the remainder of their time to tosu su In the smaller schools the principals carry the regular teaching load in addition to super super- supervisory supervisory work The quality of the teaching in our schools is very high as measured by bythe bythe bythe the in college of or the graduates from our district dL Last year 1927 28 the Davis high grad grad- graduates graduates at the University during the first quarter ranked higher than the students from any other high hig school in the by ten or state represented more freshmen at additions hr- hr additions will take care of the normal growth in population for several yens years with the exception of a classroom I room or Dr two that may be b needed I IThe The Syracuse building is now cr crowded to capacity and an addition should hould be made to it the coming year Finances The increase in wealth in the Da- Da Davis Davis Da Davis vis district has not kept pace with the growth in population The in- in increase in increase crease in assessment in the past 10 years i is 3 7 per cent while th the in- in increase in increase crease creS crease in school population over the same same period is 22 per c cent nt During the past 5 years there has been no increase in assessed valuation while the increase in population for the I same period is over 9 per pe- cent The board could not increase the levy I hence no additional funds could be beI secured to take care of the 9 per cent I increase in population As a result the district is driven to economize in inI I every possible way Naturally we won wonder er if neighboring neighbor neighbor- neighboring neighboring ing districts are handicapped for funds as Davis is Jordan with nn an assessed valuation reported at 08 98 98 has about 50 per cent more children to education than Davis In other words the levy which is practically practically practically cally the same in both districts brings to them three dollars to our one oils The Theon on only 1 conclusion from this Ls is that Jordan is extravagant or Davis is s denied some of the necessities In my report of a 3 year ago I suggested sug sug- suggested suggested that the state legislature would change the law bw to bring relief to the hampered districts We still look for that help In the chanting changing of tax laws it is hpe hoped th that t an ad- ad adjustment ad adjustment will be made by which the wealth of the state slate will more fully assume the burden of educating th tha children and thereby remove the in- in inequality
