the examination of the three little girls he admits that he was i wrong and he promises never to do it again I When Recorder Naylor Na lor had finished reading the report Hartenstein moved i I that deportment The statement made to the girls that they were vere diseased and must be examined to satisfy the police upon that point was wali coercion and the impression given that they must submit to an examination or go to the reform school was W to the girls girI in their surroundings alone in ia the police nothing more nor less than a plain command commard We do not find that the police polled officers f were ere justified in making this arrest with without without without out a warrant We Ve find that the claim of the police department that the girls were immoral and were diseased without foundation To the credit ot 01 the chief of police poUce b bit bit be beit it said that he informed the committee he assumed the responsibility tor tb the whole altair After carefully considering the evidence e that came us we reach the con conclusion conclusion elusion that in this action acton dt the police poUa department the right of person and ana the law ot of the land have been violate and an excuse given that to Ja of itself a con condemnation and that such action fiction should not pass unnoticed and that the law and j I the lights of the individual may be res rca I this violation of both should meet with proper PUni if noth nothing nothIng nothing ing else stand aw as a notice to those in I authority that while they enforce and execute the time law they must themselves respect it Chief Severely Censured Year committee cannot too strongly condemn this violation of law and of the rights right ot individuals and feel that the tho th interests ot ox the public demand that the tl conduct of the police pollee department shall and must be in keeping with the law Police officers necessarily have disagree disagreeable able duties to but they the T need not add to m it 11 by acknowledgment on the part of the chief of his error and his solemn promise to the committee that while he remains in no such wrong shall be again permitted Your committee by a large Jarge majority
