REISER City Auditor Would Have Stopped Allowances The natural effect of this communication caton cation had lit it been presented Tuesday night as Auditor Reiser intended it I I should be would have been to stop I any appropriations payable out of the general fund The document was sup pressed however the evidence as to who suppressed it being somewhat con j II With the letter out of the way vay it was of f course easy to go ahead and make I any appropriations desired by the Re Republican I publican majority Therefore cash to the amount o of about was wag or dered paid out om of the general fund when hen there is really less than in that fund This sum includes the pay payrolls payrolls payrolls rolls naturally chargeable to general expenses Reiser Wont Issue Just where the extra etra money is to come cottle from nobody seems to know The law expressly forbids Auditor Reiser Reise under penalty of fine or Ot imprisonment or both from issuing warrants on ex exhausted exhausted exhausted hausted funds when the city as in the present instance is up to the debt limit provided by the statute Mr Reiser said yesterday esterday that he would adhere strictly to the letter Ieter l ter of the law as is his duty as aa a public official He will not issue another warrant on the general fund after that fund has been exhausted There is no way to replenish it until the new bonds are sold and it must be several weeks before before be before fore they can be disposed dispost d of Of the bond money as has been before pointed out only about can be used for general expenses and of that must go for interest A large proportion of the th balance will be eaten up by b debts already overdue and the result will win be that only a few thousand dollars can be made available for pay payrolls payrolls payrolls rolls and other items under general ex expenses expenses expenses Friends of Auditor Reiser feel that he be cannot be blamed in this matter The records of 01 the council will show that he has repeatedly sent in warnings which were treated with contemptuous disregard He has frequently pointed out that the city was spending money mone faster than it should and has tried to curb the reckless extravagance ce mani manifested manifested manifested I Tuesday night was the e first time t though that one of the auditors letters has been deliberately tely suppressed In Inthis Inthis Inthis I this he feels that he lIe was treated with great discourtesy but he did not care to discuss discus that feature of o 0 the matter maUer In the letter he be simply intended Int to J convey lo vey a friendly warning He did not believe bellee it could do anybody any harm I but thought on the contrary that it would result In good to the city I |
