Cowgil, comptroller, to compel a meeting of the caDVuaainc board to caiiYaaa iucb returns aa may bo on file in the aec-rolary's aec-rolary's oflice. Two objects are thus to be reached; first, to counteract the damaging truth, now everywhere known, that the delinquent countiea uro democratic. The managers wish to show how earnest and (air they are, and ao demand that the canvass shall proceed tor their convenience, and thus capture the discretion which the law raats with tbo canvassing board; second, the real object is to ascertain the deficiency of their vote in lime to make it up in the returns yet to come in. The returnj of several counties, including Polk, which report 400 or 500 democratic votes against a baker's dozen of republicans, re-publicans, are discreetly held back for the omergency. No other object presents itself. The state board has yet thirteen days' margin, by the expiration ex-piration of which time certainly all the returns will appear. The people will look with concern to see whether such methods will deceive the custodians custo-dians of so grave a verdict as that which rests with tbecanvasaing board of Florida. Their plain duty and manly sense of responsibility in the premises will doubtless ihovr cauno even to the ablest democruLio embodiment embod-iment of legal, technicalities for a reasonable delay. The legal question referred to yesterday comes in to day: Do the laws of Florida require the governor to ascertain and declare the election of presidential electors? The democrats asked to submit an argument argu-ment on the question, and the governor gov-ernor requested them to do so. Instead In-stead ol presenting the argument they rujh to a democratic circuit judge, forty miles distant, and get the governor enjoined from performing a ministerial duty which the law requires re-quires at his hands; and to do this, they pass by the supreme judiciary oJ the state, and go forty miles into the country to find a democratic judge whose conscience is elastic enough to cubserve their party purposes. |
