Packard, to-day, addressed tho editor ot tho Cincinnati Commercial the lollowing : Sir In an editorial in the Commercial Com-mercial of tho 7th, you stated that tho act of the commission has no bearing whatever upon tho legitimacy legiti-macy of tho Packard government, unless it can be proven that as a mailer uf fact more vo'es wero cast for Packard than lor the republican olectors who wero certified by the returning board. The certified vote for tho electors was as follows: W. P. Kellogg, 7o,lsJj; J. H. Burch, I 75,127; Peter Joseph, 74,014; L. A. Sheldon, 74,077; Morria Marks, 74,- , 4IS; A. B. Lcri-isco, 74,00-1; O. H. Brewster, 74,017; Oscar Jefl'ner, 7.4,- ob. My vote for governor, aa certified certi-fied by the returning board, laid by the secretary of state before the general gen-eral assembly and counted by that body, was 74,024. The votes as opened before the returning board and certified by tho democratic demo-cratic state central committee were as follows : Republican electors elec-tors W. P. Kellogg, 77.1S4; J. H. Burch, 77,16-2; Peter Joseph, 74,-913; 74,-913; L. A. Sheldon, 74,903; Morris Marks, 75,210, A. B. Levissce, 75,-395; 75,-395; O. H. BrewEter, 75,497; Oscar Joflner, 75, CIS; and for governor as follows: Stephen B. Packard, 76,477. This nroves that I received 621 more voles than tho lowest elector as returned by the returning board, and I, 575 more votes than tho lowest eloetor as certified by tho democratic committee. Tho general assembly bad more than a quorum of returned members iu both houses when the voto for mo was canvassed and declared de-clared according to the constitutional requirements ou the 2d of January, and before the expiration of Governor Gov-ernor Kellogg's term. This state ment is made to correct an erroneous impression which appears to prevail with some northern newspapers, that Iiun behind tho republican electoral ticket.
