On application for writs of habeas corpus the hoard of state canvaeaera were brought before the U. S. circuit court this morning, Judges Bond and Bryan presiding. The board were in the custody of the aherifl, who, through counsel, asked for time to make a return to the application ap-plication for the writs. The court signified that time would be granted and that the prisoners would be held in custody of tho court peuding the return. The application is based on the ground that the board were discharging dis-charging the duties of appointing presidential electors when the supreme su-preme court of the Btate interfered. On a subsequent motion of counsel, time was granted until Wednesday at 10 o'clock, to make a return, pending pend-ing which the hoard was placed in charge of the United States marshal. ! The members are now at large, but accompanied by deputy marshals. It is understood that troops will be posted at the slate house to morrow, when the legislature meets to organize. The following dispatch, signed by Senator Gordon of Ueorgia, Senator Johnson of VirginiA, Wade Hampton, several circuit judges, a large number of state senators aud representatives, white and colored, and many other prominont citizens of this state, baa just been Bent to President Grant: "We, the undersigned, viiitors from a distance and a committee nf democratic members elect of tho , South Carolina legislature, the democratic demo-cratic executive committee and citizens, citi-zens, have just seen by an Associated Press dispatch that Governor Chamberlain Cham-berlain has applied for United SuteB troops to be placed under his orders at tho assembling of the legiilature to morrow, and 6end this our solemn protest against troops being placed under the command ol Governor Chamberlain. We have no objections to the presence of troops, and will cooperate co-operate with them in preserving peace, but we protest against the use of the United S ates army in controlling control-ling the organization of the legislature and enforcing tho inauguration of Governor Chamberlain, who has been defeated by tho white and colored cetera at the ballot box There is not the remotest danger of a disturbance of the peace by democrats. If it occurs oc-curs it will be at the instance of Governor Chamberlain whose partisans par-tisans have taken the only lives lost in the late election canvass in this state. Not one drop of blood has been shed in any politic! disturbance disturb-ance except by republicans. It is iiierally true that the democrats received their greatest majorities in 1 counties where United States soldiers were stationed. What pretence, therefore, is there lor Governor Chamberlain's demand fr troops to keep peace. Wo refer for couurma-, couurma-, lion of these statements to the commanders com-manders of United States f Tees lure and elsewhere in this state."
