The senate com-j mittee on public lands to-day heard J. H. Storrii, counsel for tho Central Pacific railroad company, in opposition oppo-sition to Booth's bill allowing settlers between Goshen and Hollioter to acquire ac-quire title at $2.50 per acre. He said the company intends to complete com-plete this portion of the road; that the lands vested in the company are subject sub-ject only to a compliance with the conditions as to tho time ot construction; con-struction; that the existing law only protects settlement made before the railroad righti attached, and that no act of congress can constitutionally transfer to subsequent subse-quent settlers the rights of the company, com-pany, unless it f.uU to build the prescribed portion of road each year and complete the whole line by the year 1S79. Bristow has issued a circular of instruction concerning the issue ofi silver coin for fractional cur-1 rency. It says the several officers below named, are author-1 ized, upon presentation at . their respective offices lor redemption of fractional currency in sums of$5i or multiples thereof, assorted by denominations, de-nominations, and in amounts not to exceed $100, to issue therefor a like amount of of stiver coin of the denominations de-nominations of ten, twenty, twenty-five, twenty-five, and fifty cents; and furthermore, upon the presentation for redemption at the office of secretary of the treasury treas-ury of the United Siate?, at Washington, Wash-ington, of any amount of such currency, properly assorted and in sums of not less than $5, the treasurer is authorized to issue silver coin there, or ho may issue his check therefor, payable in silver at either of the oltices hereinafter named at the office of the parly presenting pre-senting the currency, as far as may be practicable from time to time. Fractional currency redeemed in silver under these instructions, by any of the assistant treasurers or any designated depositories of the United States, will be sent in sums of $1,000 or multiples thereof, to the treasurer of the United States thil amount to be, charged in the treasurer's general j coin account as a transfer of lunds, and any amount of such currency lor which silver has been paid remiioing at any time in cash at the several offices, offi-ces, will be treated aa coin assets, and in no case will such fractional currency be reissued. Fractional currency sent by express or otherwise to officers below be-low named, for redemption under the provisions of this circular, should be accompanied by a letter of advice stating tha address ot the sender and how the remittance in payment therefor is desired, and if by a treasurer's treas-urer's check, the office at which the check should be made payable. Government will not pay eiprtsa charges on silver issued on fractional currency presented for redemption under tnc provisions of this circular.
