Show an' ordinance - In Relation to the Salt Luke City Waterworks and the Supply of Water from ths Malu IMpes, and Tor OUirr rurpases. Suction 1. Ho it ordained by the City Council ofS.i!t Lake city, that tho Water works coiiatruetrd by the Corporation to supply ii;ilt Lke city i with water from City Creek Canon, shall be designated and known aa the Salt Lako City Water-works; Ihey shall be the property of said city, and shall be under the sole and exclusive control of the City Council, who may from time to time direct tlio-conatruc-tion of such reservoirs, water tanks, water maiue, service pipes and tire hydrants &i the necessities of tho inhabitant in-habitant of the city may require. The City Council shall also appoint a Superintendent of Water-worts, an Assessor of water rates, and such other officers us may be necessary to carry on the works. All officers so appuiiited shall hold oflico during the pleasure of said Council. - Silo. 2. The Superintendent of Water-works shall, nmipr tha direc tion of the City Council, have charge of the reservoirs, water tanks, water mains, fire hydrants, and all the machinery ma-chinery and appurtenances appertaining apper-taining to the Water works. He abail have the direction of the laying 1 of water mains, the putting iu of ser-1 vice pipes, and the regulation of the water supply to fire hydrants and to all consumers. Said Water Superintendent, Superin-tendent, before entering upon the duties of his oflice, shall take an oath ofofliceand give bonds, with approved ap-proved security, to Salt Lake city, in the penal sum of $5,000, conditioned for the faithful performance of his duties. He shall report to the City Council quarterly, or oftenor if required, re-quired, his doings 113 Superintendent, the condition of Ihe Water-works, and make such suggestions as the ualure ot the service may require. Sec. 3. All hydrants shall be under the control of, and shall be kept in repair by the Superintendent of the Water works, and in case of fire or fires the Fire Department and such others aa the City Council shall authorize, Bhall have free access to Eaid hydrants. No other person shall open or operate any fire hydrant, or attempt to draw water therefrom. Sec. 4. Any person who shall wilfully wil-fully or carelessly run a vehicle against a fire hydrant, or otherwise wilfully or carelessly injure the same, or draw, or attempt to- draw water thorefrom, shall be subject to a fine of not exceeding one hundred dollars, and be iiable for all damages done to Baid hydrant. omj. rencues 101 nrenynratiLs shall be furnished by order of the City Council to the Fire Department, for their use, and to such other persons per-sons as may be deemed proper by the Council, and any officer or member of the Fire Department, or other per-ton per-ton -having charge of one or more of said wrenches; who shall permit the same to be taken from their place of deposit, or to be used for any other purposes than those authorized by the City Council, shall be liable to a fine of not exceeding fifty dollars for each flense. Sec. 6. Whenever any person desires to obtain a supply of water from the City Water - works, he shall make application therefor, there-for, verbally or in writing, to the Mayor and sign an agreement that he will be governed by Buch rules and regulations not inconsistent with this ordinance as may be prescribed by the Mayor for tho control of the water supply; said application must st-ale the location, kind of building, number of rooms, and the eutire area .of grounds to be supplied, and fully and truly state the purposes for which tho water is to be used; and upon notification from the Mayor,, .the Superintendent of Water works is authorized to extend, at the expense of the city, the acrvice pipe to the inside in-side line ol the curb stnne,or to within sixteen feet of the properly line, at the point most convenient lor supplying the premises of the applicant. -,SX3. 7. To each service pipe there shall be attached, at the curb, a stopcock stop-cock and key box, which .shall be paid for by the consumer, and be 111Y-der 111Y-der the exclu ive control ul the Superintendent. All service and other pipes used underground shall he of cast iron, extra strong lead or tin-lined lead, and laid not less than four feet below the surface, and all pipes tor water supply, whether inside or out-Bide, out-Bide, shall be of sutlicient strength to stand the water pressure, and all such work, alterations or extensions thereof, must be done to the acceptance accept-ance ot the superintendent. But no extension of a consumer's attachments attach-ments shall he made without first ob taining a license therefor. Skc. 10. If any water consumer shall permit any person from other premises, or any unauthorized person, 10 use or obtain water from said consumer's con-sumer's premises or water fixtures, whether inside or outside of his build- : ing, tho supply of. water may bo cut 011 and tho amount paid forfeited. i Sec. 11. All persons taking tho 1 water shall keep their service pipes, connections, and other water apparatus appar-atus in good repairand protected from frost at thoir own expense, but no person, except under llio direction of the Superintendent, shall be allowed to dig into the street, or eidrwalk, for the put pose of laying, removing or repairing re-pairing any seivico pipe. If any consumer shall waste any water, or allow it to be wasted by negligence, such as imper feet stops or valves or leaky joints or pipes, or allowing tanks U leak or to overflow, or wastefLilly run it through basins or .other apparatus or uso the water for purposes other than e.aieu m uie application ami liecnue, or in violatiou of the rules and regulations lor cont ruling the water supply, and the provisions ol this ordinance, the water may be cut oil from such consumer, and ail pay men to forleiled, unless such person shall promptly pay such additional charges as ruav be imposed. Sec. 14. There shall be a stopcock to each - fountain attachment, - which shall bo under the control ol the Superintendent. SEC. 10. Sprinklers forlawnn. gardens, gar-dens, yards and sidewalks must be used only for the purposes expressed in the license; and no sprinkler shall be used for sprinkling tho street outside out-side of the sidewalk, unless such privilege is included in the license and paid for accordingly. Sidewalks, windows and fronts shall no, be sprinkled except between the hours or 6 and 9 a.m., 1 and 2, and (5 antl S p.m. Xo nozzle foreprinklingshall be larger than one-fourth incfi in diameter, and no license lor a sprinkler shall bo issued except iu connection with other water service. Sec. 17. Sprinkling wagons and wagons for the delivery or sale, ol' water must be fiiled from hydrants erected for that purpose, and shall be regulated and controlled by the super- , iutendent. Sec. IS Steam boilers will not be allowed to fill from luo pipes dirtct, but must be provided with a tank and supplied theivfrom. Sec. 19. Watering t rung ha fur animals will not be allowed a constant flow of water, but will only he allowed to use such quantity as ttill supply the actual wants of the stock having access thereto. Neither will continu ous streams of water be permitted to flow from hydrants, faucets or stops over washbasins, water-closets, or urinals, or from any apparatus for drawing water. Sec. 20. Free access shall at all oidinary hours be allowed to the Superintendent or other authorized person to all places supplied with water, to examine the apparatus, the amount used and the manner of using water, and any consumer violating vio-lating any of the rules and regulations regula-tions controlling the water supply shall forfeit all payments made and the right to the use ot the water. Sec. 21. The City Corporation shall not be held liable for damage to anv consumer bv reason ol a stonuaee or interruption of his water supply, caused by scarcity of water, accidents to the works or mains, alterations, additions, repairs or other unavoidable unavoid-able cause, beyond a pro rata reduction reduc-tion on his license during such stop page. Sec. 22. No telegraph post, hitching hitch-ing or other post shall be put down or set within four feet of any water service ser-vice pipe, nor within six feet of any-main any-main pipe, except on ft written permit per-mit from the Superintendent. Sec. 23. Wherever the water mains arelaid.no person Bhall be allowed to convey the waters of City Creek from any ditch or place by private pipes for fountains, meclutni cal or other purposes, except the : ordinary irrigation of lots, under direction of the Watermaster, nor ybalt said waters be hereafter di veiled from the ordinary irrigation ditches for the supply ot steam boilers or other mechanism, and all resolutions, ordinances and permits allowing any person lo convey the waters of City Creek, or any part thereof from the ordinary ditches by pipes for any use lor. purpose whatever, wherever the 1 water mains are laid, are hereby repealed. re-pealed. i Sec. 24. It shall be the duty r.f . the Assessor of water rates to ascertain ascer-tain by measurement, cr estimate, as near as practicable, the ; amount of water ued by each waWr taker; ami he shall make an equitable assessment assess-ment thereon, based upon the rate of ' ten cents for each one thousand gal-, gal-, Ions; and no persons shall have the water conducted to their premises without paying five dollars per au-num. au-num. If they consume more than the worth of five dollars they shall pay at Ihe above mentioned rates. Said assessment shall be made for a term commencing from the time the water is lurntd on to the premises and ending on tiie 31st dayot March, J.S77, and thenceforth quarterly. The Assessor shall make prompt returns of hi doings to the City .Recorder, who shall charue to each person the amount assessed against uiui, which 'amount shall be payable on demand and be collected and paid into the City Treasury in the same manner as licenso fees are collected and paid in. Sec. 25. Any person violating any of the provisions of this ordinance, where the penalty is not herein otherwise other-wise provided, shall, on conviction, be liable to a fine not exceeding fifty dollars for each oflense. Sec. 20. Nothing herein contained shall prohibit tho City Council from ,-..,ri;., nrii;., in tt,o provisions of this ordinance in rela- 1 lion to the water supply or the rules 1 and regulations which may be adop- ' led in conformity therewith; Provided, that no alteration in water rales shall apply to any license issued or contract j made with a consumer under thisor- ' dinauce, until after the expiration ol ; such license or contract.
