At the expiration of the morning hour, Davis of West Virginia called up the resolution recently re-cently submitted by him, providiug for a committee to inquire into discrepancies dis-crepancies in tho books and accouots of tbe treasury department, and made a speech thereon. Morrill submitted as a substitute for the resolution of Davis the following : Resolved, That & committeo of three be appointed to investigate tbe finance reports, bonks aud accounts of tbe treasury department, particu larly the reports horn 1869 to 1872, inclusive, to ascertain whether or not nny actual differences or discrepan ctea exist, and also whether or not any alterations in the amounts or figuies have been made, snd report tbe facts to the senate, and that said committee shall have power to employ a stenographer. Davis spoke at length, declaring that differences and changes involving involv-ing millions were evident from the reports; that Secretary Briatow and the finance committee omit such un j explained corrections"; tbat only Bioce i 1S71 the reports have differed, and that other reasons existed for tbe passage of his resolution. Beak submitted an amendment to the substitute, authorizing the committee com-mittee to report on tbe feasibility of dividing tbe treasury department into two departments, one to manage the collection ot revenues and the other to disburse the fame, j Beck withdrew his amendment on 1 the statement by Eaton tbat bis committee com-mittee waa considering this plan. Morrill declared that all Davis' allegations had been satisfactorily explained ex-plained by tbo reports of Sherman and ICernan in 1876; tbe fullest ex animation was unobjectionable, but & large committee waa superfluous. Davis himself might go and make an examination of tbe book?. He de-; de-; (ended and explained tbe system of boekkeeping. Thurman did not think ShermanV report explained the alleged discre paucies, and there was a contradiction between his explanation and that ot ox Secretary of tbe Treasury Boutwell. He urged tbat an investigation be made, and moved au amendment that the committee authorized do not expire ex-pire witb the end of the present session. Agreed to. Dawes denied tbe discrepancies and said tb&t tbe whole subject was al ready explained. Morrill desired a full investigation, that the credit of the country might be vindicated. Hereford quoted from the finance reports to show the existence of discrepancies, dis-crepancies, and denied that they were attributable to defective bookketping. The previous explanations were unsatisfactory. un-satisfactory. Morrill said he would not oppose tbe reason it the iutimaliun of alterations altera-tions were omitted and tbe force to be employed were limited to a stenographer steno-grapher and clerk. |
