John 8. Hoyt of Michigan has been appointed governor gov-ernor of tlio Territory ot Arizona, and John H. Hammond of Illinois superintendent super-intendent of Indian affairs for the central Biiporintcndency. The cabinet in notion to day considered the contemplated con-templated appointments. Jiancock, Commanding Com-manding Military Division of the Atlantic, New York: General: I now havo the honor to enclose you certified copies of the letters of tho honorable secretary of war, dated April 3d, aud of tho president of the , United StateH of the same date, ordering order-ing the withdrawal ot the troops of , the United States from the state house of Columbia, South Carolina, on Tuesday next, 12th inet. The secretary of the navy regrets that it has become his duty to announce an-nounce to the officers of the naval service that the amount ot money found by him in the treasury of the United StateB to the credit o( the appropriation ap-propriation of pay of the navy ia insufficient in-sufficient to pay the officers tor the niontbB of April, May and June. The secretary proposes lo retain r.s mucn as is necessary of what there is in the treasury under the pay ot the navy ior the purpose of paying allotments to the wiveB of officers and sailors whose husbands are abroad in the service ot their country and are unable un-able to otherwise provide for them, and in this purpose tho secretary feels that he will be sustained by every high-minded, honorable officer in the navy of the United States. Ex Secretary Robeson asserts that the money for the sale of tho Philadelphia Phila-delphia navy yard will be found properly accounted for. He says the trouble is that the bureau of yards and docks thought it was entitled to he credited with the proceeds of the sale, whereas it was distributed among various bureaus. Official statistics show that San Francisco took rank in February as tho third, city iu the Union in the value of her imports, and the fourth in the combined value of imports and exports. A detailed statement for the month exhibits the following totals in round numbers: New York imports, im-ports, $20,036,000; exports, 19,6S3,-000. 19,6S3,-000. The statement of the total imparts and exports of the United Stales during the eight months ondiug February 2Sth, last, compared with the totals for the eight months ending February 2Slh, 1876, show a wonderfully increased balance of iri.Ha;n (aver r,f thi miinlrv. Tho total exports of merchandise during the first named peiiod were $424,-492,000, $424,-492,000, and imports, $267,324,-000, $267,324,-000, exhibiting a balance in our favor of $157,10S,O0O. A similar sim-ilar balance for the eight months ending February 2Sth, of last year, was $52,743,000. The comparison com-parison of total exports and imports of coin and bullion during the same period is still more surprising, the 6Kures being as follows : For the three moutiis ending with last February, Feb-ruary, exports, $29,239,000; imports, $33, 192,000; balance in our favor, $0,952,000; whereas the balance against us during the corresponding peiiod ending with February, 1S7G, was nearly ilS.000.000, the totals then being, xports, $30,020,000; imports, im-ports, $12,105,000.
