Show FOREIGN. Peaceful Germany. Berlin, 9. In the Reichstag, today, to-day, tho bill amending the penal code came up for its third reading. The debate was on the clauses which were recently rejected imposing penalties pen-alties on members of secret societies, and to prevent the inciting of hostility between different classes, and the 'attacking ot national institutions. ; Prince Bismarck participated in the debate, and urged the re-insorlibn of the clauses which had bprn thruwu out. He animal veiled upon the misnuiemenls and calumnies of the press. He instanced tho invention of the war rumors last spring by newspapers, news-papers, which were falsely considered semi-official, and emphatically denied de-nied the existence of semi-official i papers or correspondence.
