Tho Congressional Congres-sional Record of tins morning contains con-tains the reports of the entire proceedings pro-ceedings of both houses of congress up to the hour of final adjournment. Aside from the question whether it is more economical to publish the debate at tho government printing oflice or by private contract, it is universally admitted that the work has been done much more efficiently and promptlysince the former of these two plans has been adopted, than whilo the latter obtained. Formerly, as the end of a session drew near and tho senate and house sat lato into the night, the reports iu the Globe were more und more behind hand, until instead of printing the proceedings of the day's sessisou, it was struggling with reports a week: old. Since the work baa been done1 at the government printing office the entire proceedings of the previous day havo always been printed next morning, unless a member has withheld with-held his remarks for revision, even when the sessions have been prolonged pro-longed until alter midnight. It may be that government printing can be done cheaper than by private contract, con-tract, but it cannot be done as satisfactory satis-factory in that way. |
